TGCHE Public Notice: Hall Ticket Withholding Illegal, Unauthorised College Admissions Risky - Students Warned

The Telangana Council of Higher Education (TGCHE), Masab Tank, Hyderabad, issued a strongly-worded Public Notice dated 29 April 2026 addressing two serious concerns affecting students across the state — colleges illegally withholding hall tickets over pending fee reimbursements, and unauthorised institutions admitting students without valid approvals.

The notice, signed by the Secretary, TGCHE, is directed at both engineering institutions and students/parents, and carries warnings of stringent disciplinary and legal action against violators.


Issue 1: Colleges Withholding Hall Tickets — Strictly Prohibited

TGCHE has taken serious note of reports that certain institutions are withholding hall tickets and preventing students from appearing for examinations, citing non-receipt of tuition fee reimbursement from the government as justification.

The Council has made its position unambiguous — such actions are wholly unacceptable and in direct violation of established norms. No institution has the right to deny a student the opportunity to appear for examinations on the pretext of pending government payments. Fee reimbursement is a matter between the institution and the government — students cannot be made to suffer for administrative delays.

All institutions are strictly directed to ensure that every eligible student is permitted to appear for examinations without any obstruction. Any institution found indulging in such practices will face stringent disciplinary action as per applicable rules and regulations.

Issue 2: Unauthorised Institutions — A Serious Risk for Students

The second concern raised in the notice is equally important. TGCHE has flagged that certain unauthorised institutions are admitting students into various courses and programmes without obtaining the required approvals, permissions, or affiliations from competent statutory authorities such as AICTE, universities, or the Telangana state government.

Students and parents are strongly cautioned to verify the approval, recognition, and affiliation status of any institution before seeking admission. This verification should be done with the concerned Government authority, University, Council, or Regulatory Authority — and not based solely on what the institution itself claims.

Why This Matters

  • Degrees, diplomas, or certificates awarded by unauthorised institutions may not be recognised for higher education, employment, scholarships, or any official purpose.
  • Admissions secured in such institutions are entirely at the risk and responsibility of the students and parents concerned.
  • The Council has warned that institutions found admitting students without due authorisation will be liable for stringent legal and disciplinary action.
  • Students and parents must not be misled by false advertisements, exaggerated claims, or unauthorised assurances made by such institutions.

How to Verify a College's Approval Status

Before taking admission in any engineering college in Telangana, candidates should verify the following:

  • AICTE Approval: Check at aicte-india.org — search the institution by name or state
  • University Affiliation: Confirm affiliation with JNTUH, Osmania University, Kakatiya University, or the relevant university
  • TGCHE Recognition: Verify that the college appears in TGEAPCET's approved college list at tgeapcet.nic.in
  • College Code: Every TGEAPCET-approved college has an official 4-letter college code. If a college does not appear in the counselling portal, it is not authorised for TG EAPCET admissions.
