Every private engineering college in Telangana fills its B.E./B.Tech seats through two distinct channels — Category-A (Convener Quota), handled through the centralized TG EAPCET counselling at tgeapcet.nic.in, and Category-B (Management Quota), handled independently by each college's management under strict regulations laid down by the Telangana Council of Higher Education (TGCHE).
If you did not get a seat through TG EAPCET counselling — or if you are looking for a seat in a specific college or branch that was not allotted to you through Convener Quota — Category-B admissions offer a legitimate alternative pathway. However, it is equally important to understand the rules, your rights as a student, and the obligations of the college management under this process.
What is Category-B (Management Quota)?
In Telangana's private unaided engineering colleges, the total approved intake for each branch is divided as follows:
- 70% — Category-A (Convener Quota): Filled through TG EAPCET centralized counselling by TGCHE
- 30% — Category-B (Management Quota): Filled directly by the college management, subject to TGCHE approval and government regulations
In addition to the regular 30% Management Quota, colleges may also fill a 15% Supernumerary Quota — which includes seats for Foreign Nationals (FN), Persons of Indian Origin (PIO), and Children of Indian Workers in Gulf Countries (CIWG) — over and above the sanctioned intake. These supernumerary seats are governed by the same approval process as Category-B seats.
Who Regulates Category-B Admissions?
All Category-B admissions in Telangana engineering colleges are regulated and ratified by TGCHE as the Competent Authority. No management quota admission is considered valid unless it has been officially approved and ratified by TGCHE. The fee for Category-B seats is separately regulated by the Telangana Admission and Fee Regulatory Committee (TAFRC).
Colleges that make admissions in deviation of government rules are held directly responsible. The decision of the Competent Authority (TGCHE) is final on all such matters.
How Are Category-B Admissions Conducted?
Colleges must follow a transparent, rule-based procedure for filling Management Quota seats. The key steps are:
- Advertisement: Colleges are required to publish admission notices in Telugu, English, and Urdu newspapers in original. The advertisement must specify available branches, number of seats, eligibility, and fee.
- Application Collection: Application forms must be made available both online and offline. Day-wise sale of applications must be recorded in a register.
- Merit List Preparation: A branch-wise merit list of eligible applicants must be prepared as per government norms (G.O.Ms.No.74). Separate merit lists for NRI and Management category candidates must be maintained.
- Interviews: Dates of interviews conducted to applicants must be documented. A list of rejected candidates with reasons must also be maintained.
- Selection Lists: Branch-wise selection lists (1st, 2nd, 3rd round etc.) for both NRI and Management categories must be prepared and submitted to TGCHE.
- Online Upload: All admitted student details must be uploaded on the TGCHE web portal at www.tgche.ac.in within the prescribed schedule.
- Hard Copy Submission: A signed and sealed hard copy of the uploaded admission list (Annexure-I) must be physically submitted to TGCHE's inward section before the cut-off date.
- Processing Fee Payment: Colleges must pay a processing fee of Rs.1,000/- per candidate (without late fee) or Rs.2,500/- per candidate (with late fee) to TGCHE via NEFT only. Online payments like Google Pay and PhonePe are not accepted. The original NEFT voucher — bearing the college's name and address — must be submitted along with the hard copy.
Key Rules Every College Must Follow
- Approval of Category-B and Supernumerary Quota admissions must be obtained exclusively from TGCHE as the Competent Authority — no other body can ratify these admissions.
- Once student details are uploaded and the hard copy is submitted, no alteration, replacement, or addition of candidate names is permitted.
- Admission lists must be uploaded and submitted only once — phased or multiple submissions will be treated as admissions made beyond the cut-off date and will not be ratified.
- If any deficiencies exist due to incomplete document submission, rectification is permitted only once.
- Colleges filling 15% Supernumerary Quota seats must comply with the procedure specified in G.O.Ms.No.49, Higher Education (EC/A2) Department, dated 25.06.2013 and must have prior AICTE approval for admitting NRI candidates.
- All documents submitted to TGCHE must be clearly legible. Illegible or unclear documents will not be entertained and attract a fine on the management.
- College letter heads used for correspondence must carry a valid email ID, phone number, and complete postal address — failing which, the correspondence will not be considered valid.
Documents Required for Category-B Admission Verification
At the time of certificate verification by TGCHE, the management must produce the following original certificates of each admitted student:
- TG EAPCET Rank Card / JEE Rank Card along with Hall Ticket
- SSC / 10th Class Marks Memo
- Intermediate / Diploma Marks Memo
- Study Certificates from Class 6th to Intermediate
- Intermediate / Diploma Transfer Certificate
- Community Certificate (for SC / ST / BC candidates)
- Equivalency Certificate from BIE / AIU (for students from other states or countries)
Note: Xerox copies of student certificates are not required to be submitted upfront — but must be made available to TGCHE whenever called for.
Documents the College Must Submit to TGCHE for Approval
- Original paper advertisement (Telugu, English, Urdu)
- Day-wise application sale register
- Application forms (online and offline mode)
- AICTE approval for NRI candidates (if applicable)
- Merit list of eligible applications (branch-wise) as per G.O.Ms.No.74
- Separate merit lists for NRI and Management category candidates (branch-wise)
- Selection lists (round-wise) for NRI and Management candidates in each branch
- List of NRI students applied and admitted
- List of students from other states applied and admitted
- Details of leftover seats and how they were filled
- Dates of interviews conducted and list of rejected candidates with reasons
- Undertaking by Principal / Secretary of the College (Annexure-III)
- Original payment receipt (NEFT voucher)
What Students and Parents Should Know
If you are seeking admission through Category-B Management Quota, keep the following in mind:
- Verify TGCHE ratification: A Category-B admission is only valid after TGCHE ratifies it. Ask the college for confirmation that your admission has been submitted for ratification — and follow up to ensure it is approved.
- Fee is regulated: The tuition fee for Category-B seats is fixed by TAFRC for the block period — colleges cannot charge more than the approved fee. Check the approved fee for the college at engg.taemeer.com/colleges/.
- Fee Reimbursement: Students admitted through Category-B Management Quota in eligible categories may also be entitled to the Telangana government's fee reimbursement scheme, subject to eligibility conditions.
- No capitation fee: Colleges cannot legally demand capitation fees or any payment beyond the TAFRC-approved tuition fee and other statutory charges. Any demand for such payments should be reported to TGCHE.
- Eligibility criteria apply: All eligibility conditions applicable to Convener Quota admissions — including TG EAPCET qualification, minimum Intermediate marks, age criteria, and local/non-local status — equally apply to Category-B admissions unless specifically exempted.
